It was established to compensate people who have suffered destruction or loss of property, or lost earnings as a direct result of helping police with a criminal case that is punishable by imprisonment.
If you make a claim it will be considered by an independent assessor. Assessors are chosen from outside the Ministry of Justice. They advise the Secretary of Justice whether your claim should be accepted. The secretary does not have to follow their advice.
The scheme was set up by ministerial directive. It wasn't established by legislation.
